Education is generally of preparing people intellectually for mature life and developing the power of judgment. All people have a right to a quality education taught by qualified teachers. But what is the definition of a "quality" education? Does everyone think that a "quality" education should be taught by qualified teachers? In some undeveloped countries, people may think their "quality" education is only studying in some simple knowledge by someone who can teach. In Africa, people may think that could learning something is already their definition of a "quality" education. This education is better than hunting skills. They have their right to be educate either something besides hunting or hunting skills. In addition, people in Hong Kong will think that a quality education taught by qualified teachers, but there are not many qualified teachers in my opinion. Therefore, many of them think American education is their quality education. Hence, some of them chose to move out from their own country. Definitely, all people have their right to choose their "quality" education everywhere.
For exception, when the countries have no money to pay good qualified teachers, it will low down the quality of education and low the schooling test scores. Urban inner city schools should deal with this through training the rest of teachers well professionally. Hoping that those trained teachers should pass teaching tests to become qualified teachers. Then they can teach and create some good students to be tested with good scores. This is the only way to deal with this low financial situation which affects the quality of education, and also keeping the reputation of quality education.
